WatanPlus Afghanistan business platform

Productive enterprise in Afghanistan

Stronger livelihoods begin with businesses that can produce and sell.

WatanPlus is designed around a practical economic chain: businesses identify demand, access machines and materials, organize production, and reach markets. Accountable procurement and verifiable records connect the chain.

No invented results Defined indicators Evidence proportionate to the claim Estimates kept separate from verified outcomes

Theory of change

From a business constraint to an accountable result

Access to a machine or market does not automatically create a job. WatanPlus records the steps between the intervention and the result so businesses, institutions, and funders can see what changed and what remains unverified.

  1. ConstraintA business lacks equipment, inputs, trusted suppliers, finance-ready information, or market access.
  2. ActionA requirement, sourcing process, offer, quotation, or order connects demand to a documented response.
  3. Business resultThe business may add capacity, improve continuity, complete delivery, or reach a new buyer.
  4. Livelihood potentialBusiness activity can support work, income, supplier participation, and locally retained value.
  5. EvidenceReported outcomes are classified, checked, and disclosed with limitations.

Clear contribution boundaries

What the platform can support—and what must be proven

WatanPlus can make opportunity more visible, procurement more accountable, and transactions more traceable. Economic and employment outcomes depend on the business, demand, operating environment, finance, and implementation quality.

Platform contribution

  • Structured business and supplier participation
  • Traceable requirements, offers, quotations, and orders
  • Documented sourcing, verification, and delivery records
  • Channels for machines, materials, and finished products

Evidence still required

  • Whether production capacity was actually used
  • Whether jobs or workdays were created or sustained
  • Whether income, sales, or market access changed
  • How much change can reasonably be linked to WatanPlus

Measurement framework

Measure participation, delivery, enterprise change, and livelihoods separately

Indicators are selected for the assignment and recorded only when the source, period, definition, and verification status are clear.

01

Participation

Businesses invited, registered, verified, qualified, quoting, contracted, or selling—disaggregated where safe and appropriate.

02

Procurement and trade

Requirements, quotations, awards, orders, delivery status, local sourcing, and documented supplier performance.

03

Enterprise change

Productive assets accessed, inputs secured, capacity brought into use, products listed, and markets reached.

04

Livelihood outcomes

Direct, temporary, sustained, or apprenticeship opportunities and workdays—reported only with a stated evidence basis.

PlannedA target or expected result, not an achieved outcome.
ReportedProvided by a participating business or delivery partner.
CheckedSupported by reviewed records or proportionate verification.
VerifiedConfirmed against the defined evidence standard for the assignment.

For institutions and development partners

Use the platform as accountable delivery infrastructure

Programs can define who should participate, what productive constraint is being addressed, how competition and verification will work, and which outcomes require evidence—without turning WatanPlus into a reporting-only system.

Begin with a real constraint

What does an Afghan business need to produce, grow, or reach a buyer?

Start with the machine, material, product, procurement, or market requirement. WatanPlus will route it through the appropriate platform or managed workflow.
